Site owners review the articles more than the site itself. Unless you are linking to a "bad" site, having a site "under construction" should not be a problem. Since your objective is to build links to your site, it is better to build it earlier rather than later. However, I would set up a blog asap even before your site is ready, this allows you to start providing information about your up coming site, products and services and gets your sites indexed earlier. Setting up a wordpress blogs takes only 10 minutes from your cpanel. Bonus... :-) Yes, a blog is beneficial and NOT mandatory.
